The garbage and recycling must go to the curb Sunday night, but the person whose responsibility that is has enough other chores that it's not being assigned - how can I make that chore mandatory?

Ahh, tricky... I don't think it's possible for someone to 'fill up' and not be able to get any more chores assigned that day.
But anyway:
Try setting the 'time of day' for that chore to be the morning. Morning chores are allocated first, then afternoon, then evening. Perhaps that chore will get assigned before that person is unable to get any more
I think there's probably some other issue here, but experiment and see what happens anyway

I have the same problem sometimes, where it seems like a chore gets ignored because there are too many other things on that day. I love the idea of being able to mark something "mandatory" maybe that is something to think about.
